Rebecca Ruth Rundall Otsuka, aged 69, passed away peacefully in her home on April 9, 2026, in Ogden, Utah.
Becky was born to Don Galen Rundall and Mary Ethel Smith in Julesburg, Colorado on February 18, 1957. She was the youngest of five siblings. She graduated from Revere High School in 1975. After graduating, Becky moved to Greeley, Colorado where she received her Bachelor’s of Fine Arts and met her first husband, Bret Weber. Becky moved to Utah in 1980 and began working for the state as a licensed social worker. Though her caring and nurturing nature was endless, no one was as blessed as her two children. In 1999, she married her high school crush Brad Otsuka. She was exceptionally kind and a selfless person who impacted countless lives through her work. She started Quality Youth Services, Inc. with her business partner Tami Paxton in 2007. Her advocacy across the state continued until her passing and included working with the state legislature and hundreds of thousands of lives were impacted because of her.
Left to mourn her passing and to celebrate her life are her husband, Douglas “Brad” Otsuka; her children, Dylan Marie Rundall Weber Otsuka Rolly (Timothy), Alexander Blue Weber (Jessica); grandchildren, Lincoln Paul Weber-Rolly, Kendrick Blue Jayne Rolly; her mother-in-law, Mitz Otsuka; and siblings, Gary “Butch” (Renee) Rundall, Penelope (Bruce Scott) Weiss, Pamela (Hugh) Anderson, and Sue (John) Hartwell. She is also mourned by her twin flame, Dede Fluette, and by the many nieces, nephews, cousins, and friends whose lives she touched.
She was preceded in death by her parents, Don and Mary Rundall; and her father-in-law, Kameo “Fat” Otsuka.
A celebration of life open house will be held Thursday April 16, 2026, from 5 to 9 p.m. at Grounds for Coffee, at 111 25th St. Ogden, UT 84401. The open house will be an informal celebration with coffee and pastries and music that she loved. Arrangements entrusted to Lindquist’s Ogden Mortuary.
