Raelene Beutler Waters, 71, of Layton, passed away peacefully in her home late in the evening on January 28, 2026.

Born December 12, 1954, in Cedar City, Utah to Milo Stones and Cora Rackam, Raelene was the younger of two daughters, and the older sister to two half-brothers, Scott Beutler (Michelle) and Tom Stones.

Milo and Cora divorced and Raelene was adopted and raised by William Beutler, who she always considered to be her father.

The family settled in South Ogden after Cora remarried and Raelene was raised and schooled there, graduating from Bonneville High School, Class of 1973.

After graduating from High School, she married Douglas Kammeyer in 1974. They were later divorced.

She worked for a time as a cosmetics consultant at Nordstrom but was primarily a homemaker.

In October of 2016, she married her high school sweetheart, Scott Jensen Waters, in Layton, Utah.

Their marriage was solemnized on their 1st anniversary at the Bountiful Temple of The Church of Jesus Christ of Latter-day Saints.

Raelene loved decorating homes. Other hobbies included supporting her grandkids in their sports activities, loving on her pet dogs, Deja and Desi, and watching Colorado Rockies baseball and Utah Jazz.

Her favorite hobby was spending time with her husband whether it be at work or anytime possible.

Her favorite callings in the Church included being a Primary Teacher for Sunbeams and serving with her husband in the Temple.

She will be remembered for her beauty, her kindness and temperance, her spunk, and for the unibrow that came out when she would scowl.

Raelene was loved by everyone due to her giving personality. She will be dearly missed by all who knew her well.

The family wishes to thank the staff of Dignity Hospice for their kind and professional care of Raelene.

She is survived by her husband, Scott Waters, Layton; mother, Cora Beutler, Salt Lake City; children, Todd Kammeyer, Camas, Washington; Tyler (Katie) Kammeyer, Layton; Spencer (Stacey) Kammeyer, Phoenix, Arizona; Julie Jaeger, Roy; Stacey (Broc) Hadley, Taylor; Cameron (Delaney) Waters, Plain City; T.J. (Angie) Waters, Layton; Randee (Marc) Ropelato, West Haven; 17 grandchildren; sister, Lori Hayes, Salt Lake City; half-brothers, Thomas Stones, Virginia, and Scott Beutler, Salt Lake City.

Raelene was preceded in death by her father.

Funeral services will be held at 11:00 a.m. on Wednesday, February 4, 2026, at the Canyon Woods Ward of The Church of Jesus Christ of Latter-day Saints, 1085 N 50 E, Kaysville. Friends may meet with family from 6:00 p.m. to 8:00 p.m. on Tuesday, February 3, 2026, at the Lindquist's Layton Mortuary, 1867 N Fairfield Road, Layton, and from 9:30 to 10:30 a.m. on Wednesday at the Church.

Interment, Ben Lomond Cemetery, 526 E 2850 N, North Ogden.
