Phyliss W. Richardson was born on 7/17/1926 to Vernal and Elizabeth Wheelwright in Weber, Utah. She had one brother, Gerald M. Wheelwright who died in 1950, while serving in the military. Phyliss’s childhood took place during the Great Depression, which instilled many of her values and beliefs. She was forced to leave school in the 9th grade in order to help provide for her family.
Phyliss married Jay Smalley and had two sons, John Smalley and Jerry Smalley. Her first career was as a hairdresser for many years. She later married Gene D. Richardson and the family moved to Albuquerque, New Mexico. She always wanted to further her education and when her sons were older, she completed her high school studies, enrolled at the University of New Mexico, and graduated with Honors. At this time she became a High School English teacher.
The family moved to Atlanta Georgia in 1968, where Phyliss went to work for The Center for Disease Control. Observing the attorneys at the CDC inspired her to go further, and she attended law school in Atlanta becoming a member of the Georgia State Bar in 1977. Phyliss then went to work For the Federal Trade Commission, a career she loved, until retiring in 1984.
Phyliss and Gene owned homes in Utah, Florida, and a farm for any years in Cumming, Georgia, with horses, cows, and the occasional donkey. She always had her beloved schnauzers! They loved to travel and loved being with friends and family. Phyliss became a master quilter, making beautiful quilts for others. From 2006 to 2019 she volunteered for Northside Hospital and finally fully retired at the age 93.
Phyllis is survived by her sons, John and Jerry Smalley; daughter in law, Kathy Smalley and five grandchildren – Gina Worley, Jenny Barwick, Katie Rowe, Ben Smalley, and Andy Smalley. Her eight great-grandchildren include Ava and Gavin Worley, Miles, Amelia, and Zoe Barwick, Emily and Levi Rowe and Byron Smalley. Her family also included all of the Richardson's – her four sisters, Shirley Rizley, Carol Bingham, Sharon Richardson, and Heather Richardson and all of their many children and grandchildren.
Graveside services will be held on Saturday, April 25, 2026 at 1:00 p.m. at Ogden City Cemetery, 1875 Monroe Blvd, Ogden.
