Justin Troy Shinsel,
1983--2025
Justin Troy Shinsel completed his earthly mission on July 29, 2025, leaving his family and all who knew him without the bright spot he always radiated in their lives.
On July 2, 1983, a true cowboy was born to Troy and Quanette Shinsel of Riverton, Utah. As their only son, his mom lovingly called him her little “son-shine.” At a very young age, Justin showed the world that he was a horse-lover. Sporting boots, jeans, and a cowboy hat on his head, he was always on the go and going fast on the back of a horse. Justin excelled in Little Buck-a-roo and High School rodeo in team roping and calf roping which became his passion, where he developed many lasting friendships with coaches and mentors. He always wanted to learn more and be better and employed his love and knowledge of horsemanship throughout his life, training young horses with a gentle hand, teaching his grandchildren, nieces and nephews, and being roping partners with his best friend, his dad.
On February 26, 2011, Justin married Pamela Williams. They adored each other and she supported him wholeheartedly in his love of rodeo and horses. Justin and his sidekick Pamela could be found in the arena together working on their dream with horses most every night. When Pam entered his life, so did her daughters and grandchildren. Justin stepped into the role of step-dad and step-grandpa with love and dedication.
Justin served a mission for the Church of Jesus Christ of Latter-Day Saints in Tijuana, Mexico. His beliefs were strong and he knew he was loved by his Heavenly Father. This conviction along with his talent for relating positively with people led to success in his career as Public Works Director of Harrisville City. He was instrumental in reorganizing the budget, advocating for workplace safety, and contributed to the design and construction of the new Public Works Building among many other accomplishments. Mayor Tait of Harrisville City remembers Justin for the way he worked: “. . .with humility, professionalism, and genuine care for both his team and our community.”
Justin is survived by his wife Pamela, her daughters, Jessica (Kyle) Watrin, Emily (Travis) Sisam, grandchildren, Blakely, Shawni, Kai, Lyla, Leilani, Cambree, and unborn Baby Girl; Parents, Troy and Quanette Shinsel who loved him with all they had. Sisters, Brandy (Tony) Elegante, and Charidee (Alex) Lund, along with nieces and nephews, Kiara, Ace, Dylan, Kambree Elegante, and McKenlee, Ainslee, Preslee, Tanner Lund. He was preceded in death by his beloved Grandpa Ted Shinsel and Grandma Gladys Shafer.
As an avid Harry Potter fan, Justin relished the adventures and personalities of the characters in the series. This quotation by Albus Dumbledore, the benevolent headmaster, fits perfectly as we grieve the profound loss of Justin: “To have been loved so deeply, even though the person who loved us is gone, will give us some protection forever.”
Friends may greet the family at Lindquist’s Roy Mortuary, 3333 West 5600 South, Roy, Utah, on Friday, August 8, 2025 from 5:00-8:00 p.m. A celebration of his life will be held on Saturday, August 9, 2025, at 11:00 a.m. at Lindquist’s Roy Mortuary. Friends may greet the family from 9:30-10:30 a.m. Saturday prior to services.
