As a young girl, Joyce moved with her family to Ogden Utah, where she attended Ogden city schools and graduated from Ogden High in 1952. It was during her high school years that she met her future husband, Ralph Foley. Joyce and Ralph were married in the Salt Lake City LDS Temple on December 17, 1954. During the early years of their marriage, Joyce worked as a secretary at Hill Air Force Base and attended Weber State College.

Over the next several years, Joyce supported Ralph during his medical training, moving their small, but growing family to Chicago, Illinois and later to Rochester, Minnesota and Nuremberg Germany. In 1969, Joyce and Ralph and their six children returned to Ogden, where Ralph set up his surgical practice. Two more daughters were added to the family after returning to Ogden. Joyce enjoyed exercising outside, spending many hours walking with her friend Connie. She also had a passion for shopping and for Mrs. Cavanaugh chocolates. She loved spending time with family on the houseboat at Lake Powell and Christmas with her loved ones.

Joyce was a member of the Church of Jesus Christ of Latter-day Saints and served in a variety of callings throughout her lifetime. Her favorite callings being those in which she was involved with the children in the Primary organization. Joyce had unwavering faith in the Savior Jesus Christ and His gospel and passed her love of the Savior to those around her, including to her children. Joyce was fiercely protective and loyal to those that she loved and leaves a legacy of devotion and service to those that she leaves behind. A legacy which will not soon be forgotten.
